He also brought Irish business opportunities to the international stage during his tenure as Vice President of Emerging Companies based in New York, helping North American startups scale into Europe. Today, he represents IDA Ireland on major industry bodies like MIDAS Ireland and the Microelectronic Circuits Centre Ireland (MCCI), championing the nation's positioning within the global tech supply chain.In his current capacity, Carroll is a central figure in driving Ireland's ambitious "Silicon Island" national semiconductor strategy, aligning domestic capabilities with major global frameworks like the European Chips Act. He works closely with multinational corporations, academic institutions, and research ecosystems to secure high-value foreign direct investments in chip fabrication, research and development, and advanced engineering facilities.
